DECISIONS OF THE 15TH (2015) GENERAL ASSEMBLY

1 The following constitutional issues were accepted:
i. That in all Church related matters, except in the sphere of Criminal law, a member,
group of members and/or a group of the Church shall ensure that they exhaust the
grievance resolution mechanisms or procedures of the Church before resorting to
the Civil Courts.
ii. That more than half of the membership of any Meeting of the Church shall constitute
or form a quorum for that Meeting.
iii. Theproviso to the 10th General Assembly decision that “a Session Clerk is an Officer
of the Congregation provided that he/she conforms to the First Schedule” is deleted
since it is already implied in the first schedule to the Constitution.
iv. that the Senior Presbyter and the Session Clerk as Lay Officers of the Congregation
shall together with the Congregational Treasurer serve a term of two years
v. the composition of the District Session shall be as contained in remission 5, with the

may be serving Presbyters, Past Presbyters or Catechists in-charge or with a charge.
Such elected persons, may be co-opted onto his/her Congregational Court(Session)
or District Court (Session) accordingly
xi. That the District and Presbytery Lay representatives shall serve one term of four (4)
However, those who are serving their first term (of 3 years) and have
one or more than one year to complete the term shall serve one term of four (4)
years instead of three (3) years.
On the other hand, those who are serving their
second term (of 3 years) shall not extend the second term to four (4) years.
xii. the requirement that a Presbytery may be erected with not less than four (4)
Districts is retained
xiii. that the annual Meeting of Presbytery be known and referred to as ’Session’
xiv. the title “Chairperson of Presbytery” is retained
xv. the composition of the Presbytery Session shall be as contained in remission 15 with
the following amendments:
a. Instead of (e) all Ministers in active service within the Presbytery, each
District shall be represented by a delegation of four (4) made up of
b. the District Minister, the District Lay representative to the Presbytery
Council and two (2) other representatives (one Lay and one Ordained)
c. The Lay shall be a Presbyter if the District Lay representative to the
Presbytery Council is a Catechist and Vice Versa. Where there is no other
Minister within the District apart from the District Minister, the two (2) lay
persons shall be one Presbyter and preferably one Catechist in charge or
with a charge.
d. Not more than four (4) Ministers in-other fields within the Presbytery (if

xvi. article 6(6) g is amended to read, “The Presbytery shall submit the Presbytery’s
Annual report to the General Assembly”.

Directors and the General Manager of Schools at the General Assembly Office are
xxvi. article 17 on the Office of the Public Relations Officer is repealed.
xxvii. article 18(4)f is amended to read, “the Internal Auditor shall report to the Clerk of
the General Assembly”
xxviii. Section 2(b) i and ii, vis-à-vis 2(c) of the Schedule is amended as contained in
xxix. that effective 2016, the Moderator of the General Assembly shall serve one term of
five (5) years only and effective 2019, the Clerk of the General Assembly shall serve
one term of six (6) years only
xxx. The procedure for the election of Principal Officers and Officers of the Presbytery
shall be as contained in remission 29(ii) with the amendment that, in the year of an
election, the list of qualified Candidates be circulated within Presbyteries and
xxxi. The revision of Committees under the various departments of the Church and at the
various levels of the Courts shall be of the Church as contained in remission 30 with
the amendment that, “the Committee on Ecumenical and Relations with People of
other faith” should read “Committee on Ecumenism and People of other faith”.
2. The carving out of one Presbytery from Ga Presbytery to be named ‘Ga West
Presbytery’ effective 2016 and in consultation with the Dangme-Tongu Presbytery
create another Presbytery to be named ‘Tema Presbytery” effective 2017 is
3. The Audited accounts for 2014 of Presbyterian Church of Ghana, PCG Pension
Scheme Accounts, Presbyterian Press, Trinity Insurance Brokers and Committee on
Projects and Investment were accepted.
